Why is it that when I do an important mission for the Caldari I get more of an increase with Modus Legion than the Caldari State. Done two storyline missions and have .07 with Mordus and only .05 with Caldari State.

I have found a really good DCM Inc. Security agent I can use. He gives me pretty good rewards. But at this level I'd rather be doing courior missions than kill missions. If I go to him with a hauler is he guaranteed to give me a courior mission?
